What is this? command

I deliberately left the world outline editing commands in the OPML Editor in an unfinished state. I've found in the past if I move too quickly I make design decisions that don't stand up well over time. But now this is the next thing to do.

Added a What is This? command to the end of the World Outline sub-menu.
