Edit template in outliner

It was driving me crazy having to go back and forth to the Prefs page to edit the template for my worldoutline site. So I added the ability to edit the template in the outliner.
Changed the icon on links in the directory display to use the favicon code we use in radio2.root. Example.
Minor reorg of the world outline table.
New command in the World Outline sub-menu of the Outliner menu: Open Template.
New command in the World Outline sub-menu of the Outliner menu: Set allLevels.
