When I open the Tool Catalog page in Chrome on Windows, nothing happens.
Got to the bottom of it. Chrome on Windows does not have DDE support. Nothing we can do here until they do, or support an equivalent protocol.
One possible approach might be to create a bookmark file and send a message to Chrome to open it. But that's a separate project, and it'll be hard to find time to do it. Much better, imho, if Chrome gets this feature in there. It's almost a bug.
