Worldoutline Docs command

Radio2 has a Docs command in its menubar, now Worldoutline does too.

It points to http://userdocs.worldoutline.org/.

I did a lite edit on the document, and fixed the docs for stuff that had changed.

By putting this in the menu, I hope to keep this current with the user interface of the world outline as it evolves.
