River2 static builds

  • It should build the static pages at least once before there are any new items.
    • Doing this with adrdata^.stats.static.ctPageBuilds.
    • It wasn't being maintained, but now it is. When it's zero, we build all static files, no matter how many items have changed in the scan. That should get the static folder set up.
  • Reporting on building static files in the log it should link to the river files, makes debugging more fun.
