I finally got Bootstrap to do the popup menu in the menu bar.

The menu is used to navigate between apps in the browser, and the System control panel.

The question is, how does it know what to put in the menu and who to show the menu to.

To begin with, and this will be relaxed later, the menu is just visible to admin.

And it shows River2, if it's present, and System.

That's where we start.
